To sabotage the Westport Broadcast Facility, all you must do is head inside the facility and ‘Examine’ the terminal in the broadcast room.
Doing so, you will get the option to permanently overwrite Protectorate broadcasts with Auntie’s Choice Propaganda.
Use the said option, and you are good to go.

There are two locations where you can find the Westport Broadcast Facility Key:
The first is on the table, right side of Vigilant Hogarth at the above player icon location.
Head there and look at the table; you will find the Keycard – Westport Broadcast Facility.
The second location where you can find the Keycard – Westport Broadcast Facility is the ground-floor maintenance room of the same building at the above player icon location.
It is on a table and is hard to miss.
