If you want to unlock the Plans for the new V63 Laser Carbine weapon and its mods added with the Milepost Zero update, you must unlock and upgrade Theodore. If you are clueless about how to do that, my guide on Fallout 76 Theodore Ammo Merchant location, how to unlock, the list of all items on sale, and all his upgrades will be helpful.
Theodore is one of the four new NPCs you can hire at the Milepost Zero as a trader, where you can purchase Ammo in exchange for Caps.
He is the most special NPC among Josie, Ineke, and Axel because he offers a quest you can complete to get the new V63 Laser Carbine.
Moreover, as I said earlier, upgrading Theodore allows players to get all the mods for the said weapon.
So whether you are looking to get the new weapon or want to learn more about Marley and Theodore’s relationship, want to sell items to farm Caps, or have a ton of Caps to waste on purchasing ammo, keep reading my Fallout 76 Theodore guide as it covers it all.
How to unlock Theodore the Ammo Merchant in Fallout 76 Milepost Zero

In Fallout 76, you can unlock Theodore, the Ammo Merchant, through Marley at the Milepost Zero in exchange for 150 Supplies that you can earn from doing Caravan events.
After you have completed the Milepost Zero introduction quest, A Bump in the Road, head there and talk to Marley. Select the dialogue option, “We could really do it with some extra hands around this place.”

After that, select “Tell me more about the Ammo Merchant” and finally, “[150 Supplies] Yeah. Let’s do it.”
When you do that, the screen will turn black, and the game will reload. After that, you can find Theodore at the Milepost Zero.
Where to find Theodore in Fallout 76

You can find Theodore at his Ammo Shop at Milepost Zero or near the bar in the same location. He often wanders around there.

To reach there, from Marley’s location, keep moving in the hallway towards the north, and at the end of it, you will find the bar and, on the right side, Theodore’s shop.
How to upgrade Theodore in Fallout 76

Following the footsteps of other NPCs for hire at the Milepost Zero, Theodore has two upgrades you can unlock through Marley in exchange for Supplies.
Talk to Marley and select the dialogue option, “I’d like to give an employee some extra resources.” If you meet the two criteria below, you will see the option to upgrade Theodore to the next tier.
- You have enough Supplies for the upgrade
- You have exhausted all dialogue options Theodore has to offer
Now, this brings us to the question: how many Supplies do you need for Theodore’s upgrades? Well! Here’s the exact amount you need:
- Tier 2 upgrade: 250 Supplies
- Tier 3 upgrade: 250 Supplies
Note
Upgrading Theodore to Tier 2 unlocks the secret quest, “Unconventional Weaponry,” that you can complete to get the V63 Laser Carbine Plans.
