The best part about the weapon is that it comes with an ‘A’ Motivity scaling.

The weapon comes with two Fable Arts: Charge and Storm Slash.
Charge

Where to find Maniac’s Pinwheel Blade in Lies of P Overture DLC

You can find the Maniac’s Pinwheel Blade hidden behind a mini-game in the Clown’s Circus in the Carnival Garden area that you reach right after defeating Markiona.

First of all, teleport or head to Carnival Garden Stargazer.

Enter the Carnival Garden area via the main gate.

Take a left and head towards the monument in the middle.

You will find a Carnival Coin. Collect it.

Now head back and follow the main path as you see in the above screenshot.
You will find Clown’s Circus on the right side of the area with the giant puppet.

You can defeat the giant puppet to get another Carnival Coin.

Make your way to the Clown’s Circus.
It is guarded by a bomb-throwing puppet and a few marionettes.

Defeat the enemies and talk to the puppet NPC.

Select the ‘Insert a coin to activate’ option.

Doing so will open the gate behind the NPC.

Head inside and stand at the middle glowing mechanism to activate the mini-game.

To win this mini-game and get the Maniac’s Pinwheel Blade, you must pop twelve clown balloons while staying away from the glowing red ones.

Each time you pop a clown balloon, a glowing circle at the center turns dark, showing your progress.
You must pop 12 balloons within a certain time.
Thankfully, you can play the mini-game as many times as you want until you win.

Once you win, the giant clown balloon will appear at the center stage and burst out, dropping the Maniac’s Pinwheel Blade.

Collect it.
