In Genshin Impact, you can get the Conflict talent books from the Blazing Ruins dungeon on Wednesday, Saturday, and Sunday.
Blazing Ruins is located in Coatepec Mountain, Natlan.
I have shared its location in the above map screenshot.
How to get Eroded Scale-Feather
The Eroded Scale-Feather is a weekly boss drop that you can get from Lord of Eroded Primal Fire.
You can find him in the Stone Stele Records Trounce Domain.
Story-wise, you unlock the boss during the Archon Quest “When All Becomes a Monument” in Chapter V: Act V – Incandescent Ode of Resurrection.
But thanks to the QoL changes, you can fight the boss even without progressing the story.
