Just like upgrading your Health, Stamina, Vitality and such things, the game doesn’t explain how players can refill their heals.
While there’s a brief tutorial for that, along with upgrading your Medicine carry capacity, many players don’t pay much attention to it and later find it hard to refill their heals.
Since you need these healing items as the bosses in Where Winds Meet are no joke, it is a must to know how to craft, refill and upgrade Medicine.

How to craft and refill Medicine in Where Winds Meet
To craft and refill Medicine in Where Winds Meet, head to the Brewery Backyard in the Qinghe region.
I have marked it in the above screenshot. If you have already unlocked the teleportion stone, you can directly teleport there.
Once you arrive there, go through the main gate.
Once you are inside, take a left and make your way towards the big pot.
It is where you can craft Medicine.
Interact with it. Select the Hemostatic Powder. Assuming you have the required Herbs and Meat Chunks, you will be able to craft it.
Once you craft the Medicine, it is sent to your bag. And, it will auto-refill itself in the quick-use slot whenever you use one.

How to upgrade the Medicine carry capacity in Where Winds Meet
You can upgrade your Medicine Carry Capacity at Evercare Clinic in the Qinghe region.
Teleport there and make your way to the main building’s entrance.
There you will find an NPC named Yao Yaoyao.
Talk to her. Select the option, “Submit Medicinal Tale.”
Assuming you have enough Medicinal Tale, you can get the upgrades.
