Where to find the Slatten Dale Radio Tower Keycard in Atomfall
You can find the Slatten Dale Radio Tower Keycard in a cave that you can access through the shallow water body within the Outlaw Camp.
First of all, make your way to the cross mark as I have marked int he above map screenshot.
Once you arrive at the location, you will find a fallen tower like structure that you can use to get inside the cave.
While you make your way toward the cave, be wary of the mutated fish.
They attack you and inflict Bleed. So be quick.
Use the fallen tower to reach the cave entrance.
Squeeze through to get inside the cave.
Stick to the left side and keep moving forward.
You will find an opening in the wall through which you can crawl inside.
You will find a head scientist along with a crate and a few other loot.
Search the dead body and you will find the Slatten Dale Radio Tower Keycard.

The Slatten Dale Radio Tower is located on top of the Outlaw Camp at the coordinates 31.0E, 75.0N.
How to power up the Slatten Dale Radio Tower in Atomfall
To power up Slatten Dale Radio Tower, first come outside of the cave and follow the marked path to read the upper level.
Left of the L5 building at the Outlaw Camp, follow the stairs as it leads to the Radio Tower.
Open the Slatten Dale Radio Tower door by interacting with the nearby panel.
Now use the obtained Slatten Dale Radio Tower Keycard to activate the radio tower.
Left of the console, you will also find a document, “Slatten Dale Radio Tower: “Hiding out in a cave in the Quarry.”
If you read it, it hints towards the keycard location, which you already have.
