In Fallout 76, you can get Legendary Mod Boxes and the Plans for them fast by crafting Unique Legendaries like the Unstoppable Monster and scrapping them. However, that is just one good and fast way of obtaining Legendary Mod Box and their Plans.
Best way to get ⭐ Legendary Effect Mod Plans
For farming the ⭐ Legendary Effects in particular, I recommend using your Legendary Scrips to get as many random ⭐ Legendary equipment as you can get from Purveyor Murmrgh at The Rusty Pick in Ash Heap.
Each ⭐ Legendary will cost you only 25 Legendary Scrips you can easily farm using Legendaries, Public Events, Expeditions, etc. So, start farming the ⭐ Legendary Effects first and then move to the Legendary Crafting and scrapping.
Why? Because you cannot get duplicate Legendary Mod Plans. So, getting the ⭐ or ⭐⭐ Legendary Effect Mod Plans first will increase your chances of getting the ⭐⭐⭐ Legendary Effect Mod Plan when you scrap a ⭐⭐⭐ Legendary equipment.
Legendary Mod Plans farming sequence
After the ⭐ Legendary Effect Mod Plan farming is done, move to the ⭐⭐ by getting them from Murmrgh or scrapping the ones you already have from events and other activities. Once you have the ⭐⭐ Legendary Mods, you can move to the ⭐⭐⭐.
Remember that you can skip the above process and keep crafting Legendaries and scrapping them along with the ones you get from events, enemy drops, Expeditions, and such activities. But if you use the above process, farming the Legendary Mod Plans will be a lot easier.

To further optimize the process, what you can do is first run as many Daily Ops (try to get Elder Rank for Legendary crafting recipe and high tier loot), Expeditions (You can get from 4 to 6 Legendary drops), and Events, especially Public Events (to farm Legendary Modules and Scrips at the same time) as you can.

As mentioned, crafting Legendaries using the Plans you get from Daily Ops and Vendors in exchange for Gold Bullion is the best way to get a ton of Legendaries for scrapping in Fallout 76.
