Upon completing the Milepost Zero introductory quest “A Bump in the Road” in Fallout 76, players can talk to Marley to start a Caravan event or to hire new NPCs to expand their business.
Hiring new NPCs requires supplies, and since they are very hard to come by as you must grind the Caravan: Skyline Drive events, which take a lot of time to complete, knowing which NPC to get first can be a lifesaver.
So, keep reading as I share whether you should get the Ammo Merchant, Decorator, Brahmin Tamer, or Imported Goods Merchant in Fallout 76.
Whom should you hire first in Fallout 76 Milepost Zero?

In Fallout 76 Milepost Zero, you should hire the Brahmin Tamer ‘Josie‘ first as she is one of the best NPCs among the four who can improve your Caravan: Skyline Drive event runs and Supplies acquisitions through the wide range of Brahmin Upgrades that she offers in exchange for Supplies.
The Ammo Merchant ‘Theodore’ gives you access to all sorts of munitions and the new weapon, the V63 Laser weapon plan, along with its attachments. You can get all these things using Supplies, and that is why you need Josie first.
Similarly, the Decorator ‘Axel’ is of no use as all the items he provides are cosmetic upgrades in exchange for Supplies.
Lastly, the Imported Goods Merchant ‘Ineke’ sells Junk, outfits, and base-building item plans you can get later.
When you complete the introductory quest for the Milepost Zero, you will have 110 Supplies. Hiring the NPCs requires the different amounts of Supplies that I have listed below:
- Josie: 100 Supplies
- Theodore: 150 Supplies
- Ineke: 150 Supplies
- Axel: 125 Supplies

Of the four, the most useful one is Josie, as selecting any other will slow down your Supplies acquisition. Thus, eventually, it will take a lot more time to hire the other NPCs and obtain all of their offerings.
