Isaburo the Cartographer, the NPC and Shogun loyalist from whom you buy maps, has returned to the Echoes of Sekigahara DLC’s Ashoro Foothills region.
To unlock him as an NPC vendor in the new region, start and progress his quest, Uncharted Woes. Once you finish it, you can find him in Ashoro Springs.
But just like any other quest in the game, Uncharted Woes doesn’t appear on the map until you are close to its location.

How to unlock and start the Uncharted Woes quest in Ashoro Foothills
In Ghost of Yotei, you can start the Uncharted Woes side quest in the Akan Woodlands area at the marked location above.
Once you arrive there, climb up the big rock.
Once you reach the top, you will find Isaburo on a big rock, shooing away some bears.
Climb the rock and talk to Isaburo to start the Uncharted Woes quest.

Uncharted Woes quest walkthrough
In the Uncharted Woes side quest, the first objective is to scare away the bears around Isabura. To do that, pick up the Empty Sake Jars and throw them at the bears.
Track them and throw a few around them to scare them.
Once they run off, Isaburo will come out and stand near his cart. Talk to him to get 200 Coins and progress the quest.
At this point, you can interact with him to access his shop menu to buy maps.
The next part in this quest is to find Isaburo at Ashoro Springs. Teleport there.
Just past RRan’sshop, on the right, on the boxes, you will find a note from Ran. It mentions that Isaburo has gone charting maps atop Howling Waters.
Head to the Howling Waters area.
Climb up the waterfall. Make your way to the camp at the top.
Free Isaburo from the cage.
After that, a few Vipers will attack you. Defeat them and talk to Isaburo. Again, you can interact with him and buy his maps.
To continue the quest, head back to Ashoro Springs and to the same boxes where you found the note.
This time you will find another note from Ran. She hints that Isaburo is at Toshibetsu Falls.
Head to Toshibetsu Falls.
You will find Isaburo at a Viper Camp. Go to him.
He will take you to a scared dog.
Follow him.
Once you arrive, swipe left on the touchpad to use your Atsu’s Shamisen. Play any song to soothe the dog.
Once done, you will complete the quest. Now, you can find Isaburo as an NPC Vendor right in front of Ashoro Springs sake house.
