It is in the same room where you encounter the game’s enemies for the first time.
The puzzle is associated with the rite of sinners and you can find its solution upon exploring the nearby rooms.

Hell Is Us ruins dial puzzle solution
To solve the dial puzzle found inside the ruins in the starting area, you must align the correct symbols in each dial based on the nearby scriptures found on the walls.
First of all, go past the door found in the area with the dial puzzle.
I have marked it in the above screenshot.
As you follow the path, you will find an opening on the right side, go through it.
On the wall, you will find the first scripture.
Interact with it and your drone will decipher it.
It says, “First, the sinners are brought to the tower.”
Now, go back and follow the path ahead.
You will find a dead soldier with a Small Medkit on him.
Collect it and take the path on the left.
Go past the door and defeat the enemy and interact with the scripture on the wall.
It says, “Then, they will endure the climb through the Twin-Headed Serpent.”
Go outside of the room. From the dead soldier’s location, head straight to find the room with the last scripture.
Defeat the enemy found in the room and interact with the scripture.
The last scripture says, “And finally, the sinners will fall into the fires of hell.”
And there you go, the solution to the dial puzzle is:
- “First, the sinners are brought to the tower.” –> Tower icon in the first dial.
- “Then, they will endure the climb through the Twin-Headed Serpent.” –> Twin Serpent icon in the second dial.
- “And finally, the sinners will fall into the fires of hell.” –> Fire icon in the third dial.
Place the dials as shown in the above screenshot.
Once you do that, the door will unlock and you can explore ahead.
