Based on your character class and such things, Destruction is either a major or minor skill that many players want to level up.
Why?
It is simple! To get access to the Apprentice, Journeyman, and Expert level Destruction spells that deal massive damage to all types of enemies.
However, leveling up skills in Oblivion Remastered is not as simple as leveling up and putting your skill points in Destruction.
The major and minor skills in the game work on a mastery basis and are thus very hard to level up, until and unless you start misusing the system.
No! I am not talking about console commands or any such thing.
But a good old method that I used to level up skills in the original.

How to quickly max out Destruction and other offensive skills in Oblivion Remastered
To level up Destruction or other offensive skills fast to reach max level, you must use them on the NPCs found near Peryite’s Shrine.
What makes this the best method is that the NPCs are frozen and using skills on them doesn’t kill them.
Assuming you haven’t progressed and completed the Peryite’s Shrine quest.
Moreover, since are not going to attack you, you can stand and spam the attacks that you want to level up fast.
First of all, head to the above marked location to reach the Peryite’s Shrine.
It is easy to spot as there’s a big dragon statute with worshipers in front of it.
Target any of the NPCs and use any Destruction skill or the ones that you want to level up.
They all are frozen in time.
So, there will be no aggro, HP loss, or any such thing.
Keep spamming the attacks!
If you are leveling up any magic based skill like Destruction, I recommend hoarding up with Potions of Sorcery.
Also, to optimize the level-up process, add the potion to the quick slot.

“So, there will be no aggro, HP loss, or any such thing.” Well actually….you forgot one major thing; you get a bounty for attacking these frozen NPCs and that bounty increases every time you attack them.
Nope! I haven’t got any bounty. And, I have used this method even in the old game. Works fine for me. Plus, you can also use the method on the prisoner in the Deepscorn Hollow housing. No bounties, just quick level up!
