In Overture DLC in particular, there are three Cipher Machines in total that you can find and solve as you progress through the game.
The first one that you come across is the Bloody Cipher Machine.

How to get the Bloody Cipher Machine in Lies of P Overture DLC
You can get the Bloody Cipher Machine by defeating the Two-Faced Overseer boss at the end of Chapter 2.
During the boss battle, call Alidoro using the Daylight-Wreathed Horn that he gives you when you meet him for the first time in the same chapter.
Once you defeat the boss, he will drop two items:
- Full Moonstone of the Covenant
- Bloody Cipher Machine

After you have the Bloody Cipher Machine, head to Eventide Hotel.
You will find Alidoro near the reception area.
Talk to him!
Exhaust his dialogues as he will tell you about Cipher Machines and so on.
After that, select the first option, “Decrypt a cipher machine.”
Next, select the dialogue option, “Hand over the Bloody Cipher Machine.”
Alidoro will decrypt the machine and will hand you the Decoded Bloody Cipher Machine Text.
Inspect it as it has a picture of the area that you must find to solve the mystery.
Teleport to Hall of Adventure Stargazer.
The room with the crocodile is on the first floor on the left side.
Take the stairs to reach the first floor and make your way towards the room.
Once inside, interact with the crocodile.
Doing so will unveil an item that you can collect.
Collect the item, “Confession: Crocodile Necropsy Report.”
Read it.
After you read the report, you will get a text saying, “A dark secret of Krat discovered. Can be reported to the Tracker.”
Head back to the Eventide Hotel Krat and talk to Alidoro.
Select the option, “Report on Krat’s dark secret.”
Now, choose “About the secret of the mounted crocodile.”
Doing so will solve the cipher puzzle and will reward you with the Whirlwind Amulet.
It temporarily increases Physical DMG inflicted when a Dodge is successful.
