In The Division 2, you can unlock the Echoes of Central Park DLC by simply purchasing it.
There is a level requirement, but it isn’t that important: even if you are not level 40 (the max level), you can access the DLC, which automatically boosts your level to 40 and adds appropriate gear.

In The Division 2, you can access the Echoes of Central Park DLC via the Pilot at the Base of Operations.
Once you start the game, open your map. Select the Central Park icon at the top and teleport to it or simply teleport to the Base of Operations.
Once you spawn, head to the New York Pilot and talk to him.
Select Echoes of Central Park from the list of destinations.
Doing so will start the DLC’s first mission – Central Park.
