Josie is one of the four employees you can hire for the Milepost Zero to improve your Brahmin’s stats and apply special buffs that allow you to farm Supplies more efficiently.
However, Josie is not available from the start, and you must do certain things to unlock her and use her services.

In Fallout 76, you can find Josie the Brahmin Tamer inside Milepost Zero interior, near the Brahmin pen, once you unlock her using 100 Supplies.
How to unlock Josie the Brahmin Tamer in Fallout 76
To unlock Josie the Brahmin Tamer, you must head inside the Milepost Zero interior and talk to Marley.
Assuming you have already completed the introductory quest, A Bump in the Road, you will get seven dialogue options to select from.
Choose the one that says, “We could really do with some extra hands round this place.” After that, you will get a bunch of dialogue options.
Select “Tell me more about the Brahmin Tamer.”
After that, assuming you have 100 Supplies, select “[100 Supplies] Yeah, let’s do it.” Once you do that, you will unlock Josie, and she will spawn near the Brahmin pen.
Did you know? You can also name and rename your Brahmin using Josie.
