For players who don’t, Windy is one of the new NPCs associated with the Milepost Zero. She was hireable during the PTS and sold a variety of Plans that players could get after hiring her.
But now that the update is already on the live servers and players have spent a decent chunk of time with the new Caravan: Skyline Drive events, hiring NPCs like Ineke, Josie, Theodore, and Axel, completing quests for the new V63 Laser Carbine, and such, they are not able to find Windy.
With that said, here’s everything you need to know about how to unlock Windy in Fallout 76, her location, upgrades, and items on sale.
How to unlock Windy in Fallout 76

When writing this guide, Windy is not yet available to hire in the live servers.
But, based on the PTS, similar to how you unlock the other NPCs, once Windy is added to the game, you can head to Milepost Zero, talk to Marley, and select the dialogue option, “We could really do it with some extra hands around this place.”
After that, select the dialogue option, “Tell me more about the Cryptid Hunter,” and finally, “[200 Supplies] Yeah. Let’s do it.”
Doing so will unlock Windy at the Milepost Zero outpost. You can talk to her to learn more about her and see what items she has to offer.
Also, to unlock the Milepost Zero content, make sure you have completed the introductory quest, A Bump in the Road.
Where to find Windy in Fallout 76

You can find Windy on the first floor of Milepost Zero. You can access it via the stairs on the left side of the corridor near Marley and through the cave if you access the area from the bar at the end of the corridor.

To reach there, look towards the corridor from Marley’s location. You will see wooden stairs on the left side near Josie, the Brahmin Tamer’s location.
Take it, and you will find Windy!
How to upgrade Windy in Fallout 76

You can upgrade Windy through Marley in exchange for Supplies you can acquire by doing the Caravan: Skyline Drive runs.
But before you can purchase an upgrade, you must meet the following requirements:
- You have enough Supplies for the upgrade
- You have exhausted all dialogue options Windy has to offer
If you meet the requirement, next you must talk to Marley and select the dialogue option, “I’d like to give an employee some extra resources.” There, you can select the option to upgrade Windy.
So many Supplies do you need for Windy’s upgrades? Well! Here’s the exact amount you need:
- Tier 2 upgrade: 300 Supplies
- Tier 3 upgrade: 500 Supplies
