When you go past it, you spot an outpost locked using a steel door with a keypad on the left side where you must enter a six-digit passcode.
No matter how much you explore the nearby area or the collected item, you won’t find the code, as it is well hidden in a spot where most won’t look.
And some who do manage to find it can’t decipher the passcode.

You can find the hints to the Observation Outpost 8 six-digit code inside the APC, which you can access after acquiring the APC Key in the Senedera Forest.
Head inside the APC and look under the passenger seat.
You will get a prompt saying, ‘Gather.’
Interacting with it will give you a new Drone Module called Entropic Field, along with an APC Code Sheet.
Soon after that, you get a pop-up saying Observation Outpost 08 Mystery discovered.

The passcode for the outpost keypad is hidden in the APC Code Sheet, and it is 151991.
Enter it in the keypad, and the gates will open up.

To complete the Observation Outpost 08 mystery, you must interact with two computers in the two tents.
And also collect the tapes with the recordings.
Now, I am not 100% sure if you just need to interact with one computer or both while collecting the Tapes, because I had already interacted with one and collected one, and when it interacted with the other one, it said Mystery Solved.
Anyways, just interact with everything and collect the above key items.
Doing so, you will be able to complete the mystery.
